If you purchase your phone from out of Saudi arabia, you won't be able to register any cards Saudi banks. You have to either wait until Samsung supports all devices regardless of your phone's purchase or change CSC to KSA
It's crucial to mention your service provider from Settings - about phone - Software Information -
If you had downloaded the demo version of Samsung Wallet, it caused an issue to add cards
The solution was to uninstall the Samsung pay framework through the Luky patcher app
Most likely your phone isnt KSA version. If you want my advice dont change any of your phone settings just wait untill samsung launch the service fully.
