If you had Indian variant, non Saudis devices struggled to add cards through Samsung Wallet service

Check Settings  - about phone - software information - services provider Software Information 

If you see INS code, it means you have indian device, 

For now, only 4 banks have been supported Sab, Alrajhi,Aljazira Bank, and the Saudi Investment bank. Other banks will be supported gradually.
