Samsung Pay in the Middle East?

I want to use Samsung Pay but every time I open the app this dialog pops up. Why is that? 

I could use it perfectly in my European Galaxy S8 before. Got a Note 9 from Iraq now.

Tried flashing the Spanish official rom while being in Spain and using a Spanish sim card and it still didn't work...

It's also here.. I will contact the company and ask them for the reasons not to make it available in iraq.
