There's not any method to enable the FM tuner if your device firmware doesn't come with it, even if you root it, it has to be a custom rom that's been mod on that.
For Asia region firmware versions, only the Korean has both the FM & DAB+ tuning made available, other regions used to have FM tuning such as China & HK, but mostly don't & newer models mostly no more.
