Galaxy S22 Ultra Android 14 update delay

I live in Lebanon and my S22 Ultra didn't yet get the android 14 update. My wife has the S21 FE and she got the update before me. Is there a rule for the rollout dates of is it just random?

i live in lebanon and yet the update for my s21 ultra 5g verizon isn't available. when i check for software update i receive a can't connect notification. what should i do?
