I don't  know how to set my default usb options for charging only, this could lead any one to connect the phone to computer and access the phone Couse the default one is file transfer

Is that a bug or issue? Or there's an option i acannot find ?

This is not a bug .
As long as your screen is locked no Cpu can access ur storage without a previous authentication from your side .

U can still change the default configuration under the developer options or via the code
