make sure that your device is on the last update 

check the network coverage in your area 

also make sure that there's no obstacles or you check with the service provider

make sure that flight mode is turned off

check bixby routine

make sure dear that you are in place where there's a strong signal

and your device doesn't block the device antenna

you can reset the network settings by the following steps : settings -general management -reset-reset the network settings 

also you can restart your device in the safe mode
