جالاكسى نوت2- Press power button + volume up at the same time until you see splash screen
3- wipe cache partition is the sixth option as you can see in the photo

dear after wiping the cache from the recovery mode as Mr Miatham mentioned before try to reset the network settings:settings-general management-reset -reset the network settings
restart your router too
