After Sept patch update for note 8 picture quality is too bad

videos taken through super slow motion on note 8 has very poor quality

Guys,Do we have option on Galaxy note 8 to restrict apps on data use which data on?For ex- With Data ON user can use facebook but not WhatsApp.I have One plus as well where there is an option to that with ease.(See attached pic)kindly please suggest ...
