Currently if you swipe down from the home screen with seperated quick panel you get the notification section. Theres no way to directly access Quick Settings.
Divide the gesture area for the launcher into left and right so that if I swipe in the right side from Home I get quick toggles page. And swiping from the left opens notifications.
