Quick settings background colour should not be tied to home screen wallpaper

I noticed that after changing my phone's home screen wallpaper, the background colour of the buttons and sections in the Quick settings panel also changed. I don't like that, especially because I don't have "Colour palette" enabled. I want the quick settings buttons and sections to have a fixed grey colour, similar to the notifications. Please change this behavior or make it optional. Thank you.
