Notifications optional design

Just like now bar, i think probably notifications can also be stacked as separate and not included in now bar.

Instead of having long list of notifications, users can select an option to either have existing setup or as a stack like now bar appraoch.

This should be optional setting to choose for user just like panel/notification together or separate.
