Yes. You have to swipe from right to left on the lockscreen.

The layout shown in the screenshot is completely different, some features are also missing like customising lock screen clock.

Because those things can be done by Good Lock. Or by next few Betas might come to Lockscreen settings by default. Those are placeholders for now. Focus on the text for now.
