If stable is in May, where is Beta 3?

For the s23 series in India the stable rolls out on may 2025, and it's been almost a month since beta 2 which is riddled with bugs, battery and heating issues. 

Please push beta 3 or stable soon.

There's no beta 3. You will directly get the stable update.

There's no need of beta 3 if the stable is ready. You just need to wait a little longer.
