Samsung health challenge cheaters are never punished

I use my galaxy watch to track steps and participate in the monthly Samsung Health step challenge, and I always get the badge with a daily average of 10-15k steps. But I see that top users have an average of 100k Per Day, with a total of 2-3 million steps a month, this is clearly cheating, nobody can walk this much not even professional athletes.

So why does Samsung not do anything for them? They clearly say dishonest users will be dropped from the challenge but it is never done.

It was reported multiple times a few years ago. Samsung has done nothing
