Phone is a brick - insert sim and endless loop

Brand new note 20 - insert sim and keeps showing the following error. Reboot doesn't help - this message comes right back  Phone is unusable.

For anyone else facing this issue the solution is "Reset all settings". And reboot.

this wont go away - nothing else can be done on the phone - how do I fix this???

Guys this has turned my phone to a brick. How do we fix this ??
