If it was mentioned that it is pre-booked with free gift then you should wait a bit more. It definitely will be received.
Also it depends on when did you purchase your S24Ultra. I pre-booked mine on 6 February. Received S24Ultra on 26 February. Voucher appeared on 5 March and received call on 7 March. I received my gift i think on 16 or 17 March.
