Upgrade program

I have S21fe so when I go to Upgrade program in My Galaxy app it show 27k but when I visit the store they said it don't work and say 9k only is that a scam or what??

Samsung Please look into it ...

The Store is in Boiser, Palghar, Maharashtra..

I did tried in some shop like khosla raipur elec.
I found they do manupulate
I found that my s23 fe 5g exchange selling price was 22k 😄😄then i tried in cashify they told me that its sale value is 32k
As the phone s available samsung shop at 54k
As most of the venders or buyers say the make the value of the exchange of a particular product is half of the selling price at that point.
But point is why government is not takinfg actions against these looters ?

What I know is app just say in general basis, but original cost depends on your phone's present condition, if it's great then definitely they have to increase the buyback value.
