Galaxy OnRF Cal" stands for "Radio Frequency Calibration". For smartphones, it means "time of first power up". After assembly, some parts of the phone (e.g. magnetometer & proximity sensor, radio chips, and antennae) must be calibrated before it's correctly functional.
