For 5g wait upto 3 days.Don't update if charging is below 60%
Also download it on wifi.
If you don't have wifi then take another phone's hotspot.

I am also getting 5G network in my F23. If you received welcome offer then can able to use Jio5G.
Just because of now jio have to update in database. I have activated in othe phone earlier. Now After updated to device, i am inserted to Jio sim. And its working...
