Whatsapp calls and messages not notifying?

This isn't on my phone but my friend searched up his problem and it didn't come up so I'm trying here for him. So if anyone calls him even though he has WiFi (and it works and the person has WiFi and it works) it won't go through, the same with messages, he opens WhatsApp and the messages and calls go through. I told him to put whatsapp in the never sleeping apps but that didn't work

Did you check the notification settings and privacy settings

Yes, the notification only goes through after I open whatsapp

Is battery option restricted for whatsapp? If so select optimised or unrestricted. And check notification settings for the app.

It is unrestricted and notification settings are all allowed

Go to general management and Reset all settings

But that says it won't reset downloaded apps and WhatsApp is a downloaded app

Why not, just go to app info and select storage and click clear data,
