Is there any way to write phone numbers of sim cards?

I turned on saving on samung max for mobile data and disable all the app to use mobile data but the app is working on mobile data without giving any warning but when i enable the same for wifi the warning notification pop up as on last screenshot so ...

I have m30s and i want to block some app using mobile data and some apps from wifi network and some on both network so can i do it without using any vpn? If yes please help me.
