No it's not a problem of android file system cause in my oneplus device i was pretty easily able to write things without using 3rd party applications compared to samsung s22 ultra.
Yes it's pretty working that way but not the simplest way as when FAT32 formated drives are connected and are operated. So basically it's the issue of may be software which samsung can resolve through OTA update.
