i solved this issue by going to Google pay app in phone settings and clearing the storage (both cache and data). With this step, it started to re register with recovered existing record. everything was fine after that.
The fix was announced by Samsung. this issue existed for user who enabled accessibility services like Amazon Assistant or Samsung Pass. you need to disable and enable the accessibility settings
