Unable to connect to buds

My buds were connected to a previous device which I no longer have. 

I am now unable to connect them to my new device.

I have fully charged it.

Forgotten the device from both Bluetooth and galaxy wearable.

But I am still unable to connect / find my buds to connect to them and use them.

It is as if my buds are not emitting a Bluetooth signal in order for my phone to find it.
