Unable to activate Samsung Care Plus for Galaxy Watch4

Hello,
 
I have pre-ordered Samsung Galaxy Watch4 Classic, and it had complimentary Samsung Care Plus.
I was trying to activate it on the web-site: www.samsungcareplus, however it fails with following error message: "IMEI you've entered is not available in this country. Please check again."
 
I checked in Service Center, and they are saying that my watch are not eligible for Samsung Care Plus, I called 800-SAMSUNG, and they are saying that my device has serial number which belongs to Italian market.

Could you please advise how can I activate Samsung Care Plus or how can I replace device that was bought on the official Samsung shop in UAE with proper device?
