ECG will be available on Samsung watches in GCC Countries

Would like to know when Samsung will work with GCC countries and get the approval for ECG on Samsung Watches. 

When Apple watch can get the permission why Samsung can't get the same permission?

I am feeling Samsung has less focus and will to provide best serivce to GCC.
