Why I can't use 64 mp camera during pro mode photography in my Samsung galaxy m31?

Because the actual camera sensor is 16mp. 64mp 3:4 option works as a camera mode just like pro mode. That's why.

but in redmi note series phone their you could have been use 64/48 mp camera during pro mode

But you can't customize it in both phones. Xiaomi put it under pro mode and Samsung put it under ratio option. If you're unable to find the 64mp then open the camera app > See at top > there is a icon showing [number : number] > click on that icon. You'll get the 64mp[3:4] option.
