Well this Feature is enabled via server side .
But still thinking that Google is doing some testing may be this is kind of bug , but we can't say anything, let's wait for more updates if coming I will inform you.

the restrictions was implemented during lockdown so that ppl don't stress the network.

Dude 4k was not possible on 1080p displays even pre covid era. 1080p displays maxes out at 1080p. Stop spreading misinformed bs.

Yah 4k option is shown in YouTube but if you enable no difference will be seen between 720p and 4k if your phone support 720p only. That's it

where did i mention 4k genius.
youtube app for smartphones was capped at 1440P before covid no matter what resolution of display

but 4k available on laptop since 2010 even if the display is 720p

and 4K will look sharper even on 1080p panel given viewer have no weak eyesight

no bro, that is different.
starting today, youtube video quality is not dependent on your device resolution.
for eg. earlier, if your phone has 720 display then max available quality on any video would be 720p only.
now you can select 2160p on a 720p device.
this was not available before, not even pre covid
