Why does Google waste so much resources?

Google is now going to mergeMeet withDuo.

Earlier, it launchedChat to retire a perfectly workingHangouts. Don't know why a need to create a new app that does the same, instead of rebranding the existing one if a new name was important.

Same holds true with retiring Allo.

Although I personally preferGmail, there is a large majority of users who loved theInbox by Gmail app. For no known reason, a highly rated app was retired by Google.

This is one area where Apple clearly rules:Make a product and keep improving it to the point that people can't live without it. 

Google keeps launching very similar apps, only to retire them later. They don't even import features loved by users into their existing apps (e.g. several features of theInbox app never made it to theGmail app).

So what is the purpose/ reason for investing so much resources into products that would eventually be retired, including those that are actually very successful (e.g. Inbox by Gmail).
