is there any possibility of updating SM J7 pro to UI 2.1 and Android Q? 
I think the ram and rom are enough to handle ta system upgrade. Why samsung is not updating it?

No bro Samsung will not give latest Android and Oneui updates to j series user's anymore. Only J series user's can receive security patch updates.
