Why is a part of screen of  Samsung Galaxy S10 turning/flickering white when  turn up brightness?

That's bad and unusual. Did you damage or crack your screen before. If so, then it's probably because of that. If not then you can open the dialer and type *#0*#. You don't have to press the dial button. It should automatically bring you to a menu like this:

Tap the Red, Green, and Blue tiles. They should display solid colours. If there is anything 'not solid color', then chances are your display is damaged. If they all display colours just fine, then tap the Receiver tile, this will activate your earpiece and turn the screen white with maximum brightness. If the flickering occurs, then your display is probably damaged. If it's not, then it's still probably damaged and you should go to an Authorized Service Center. You can also explore other tiles before you do so just for kicks and giggles.

NOTE : If you are in the colour test and want to go back, just tap anywhere on the screen.

Most of the menu's require a double back press in order to get out. The menu itselft also require you to press(or swipe) the back button twice if you want to return to your home screen.

*Also know that nothing will happen to your phone if you do something in that menu. It is just a troubleshooting tool and is totally harmless.*

मैं इस समय Samsung member use नहीं कर रहा हूं ।
और मैं अपने study पे ध्यान दे रहा हूं। मुझे time भी नहीं मिलता अब चलाने को ।
