Samsung Members App / One UI 6 update

i just can't open the Samsung Members App on my Z Fold 4

its giving me error 9 (region error)

but on my other phone (S23 Ultra) i can open it no problem.

i dont know what to do

ive tried VPN ive tried reset, everything.

still does not work and giving me the same error.

and another thing: is there a fold 4 user that got the one ui 6/android 14 update?

because ive got the update on my S23 Ultra and not on my main phone (Z Fold )
