I think there is no any major difference between 15W and 25W charger.

.......Noticed Points 

15W and 25W charger takes approx same time to charger Galaxy F23 5G.

.......Confusion

15W charger takes 2hrs. 30minutes to charge Galaxy M11 but takes only 2hrs. to charge F23 5G. Why?

*They both have 5000mAh battery.

Bro thats hiw optimization works how much time battery pulls full power out of charger eg my s22plus charges 70 % in 25 min on 45 watt 2
4500mah s22 ultra does same on 45 watt 70 % in 25 to 30 min then 45 watt slows down and full charge takes same 1 hr on 25 watt power full charge is same 1 hr but first 30 min only reachgre 50 % my m51 takes 1 55 min to 2 hr to charge 7000mah on 25 watt my tab a7 takes 2 hr 10 min for its 7000mah on 15 watt tab s8 ultra 11200mah cell just takes 1 hr 30 min on same 45 watt on power ie reason each battery is bulit diff so it supports diff wattages but how mucv time a particular battery can support its highest wattage also diffs if samsung wants they can charge s22plus and s22 ultra on 45 watt in 35 min flat but that does not happen reason heat and lot of other factors like how that battery is made . hope this answers your qus same for your f23 main diff is between first 25 to 35 min between 15 watt and 25 watt then 25 watt slows down to 15 watt
