My phone front camera is punch hole in the center of taskbar.I somtetimes see my camera region expand and collapse as( while doing a video call) but on my homescreen and apps that dont require camera access.

Its because of focusing
You can remove permission of camera from all app in settings

No, front camera has no auto focus. It's fixed focus.
