No OEM unlock option in Developer tools

I have galaxy f41 and I want to unlock bootloader to use custom roms but there is no option for oem unlock in my device I'm using this device for more than 10 days

they hide that option you will get that option after full pay
or if you exchange then in your next mobile

that is as security purpose
if someone will not pay 30% or nor exchange then they will locked the phone
