Storage Not Cleaned Even After cleaning recycle bin

Stroge not avilable even after recycle bin is cleaned. It shows in Other storage.

After restart it get removed only.

Before Cleaning:

Compressed Files 8.44GB

Hellb.zip 8.04GB

Moved to recycle bin: 

Recycle bin: 8.04GB

After cleaning:

Internal Storage is same after recycle bin cleaned.

Other files size increases: from 19.61GB to 27.65GB

After restarting: 

The storage get avilable after restart but problem remains same.

Please help to resolve it or to report it to samsung.

Its a bug, I was faced it too but after getting the security patch this problem is resolved in my phone, update your phone try to restart it may be helpful or wait for next Software update.
