Seems to be a bug in volume bar?

The color difference between the background and the volume level is not noticable (image 1), like how it is correctly showing in image 2. 2nd one is perfect and that is how it should be.

Will changing the theme help ?

Unfortunately, no. Because in the first image, transparency is low or no transparency at all for the upper part of volume bar.
