Request to add new Homescreen setting option

Add a option for swiping down for quick settings instead of notification panel.

The problem faced, we need to swipe to quick setting after notification panel is opened. If the screen is full of notifications, it is hard to swipe to quick settings; notifications are dismissed when trying to swipe horizontally. I dont have a use to check notifications generally.
