Battery restrictions mode

I applied battery restrictions for WhatsApp Business. I am still receiving real-time notifications, and it is using battery power. Please make a change so that in restriction mode, no apps receive notifications, and the app behaves as if it is not installed on the phone and consumes zero battery.
