Add Disable absolute volume in bluetooth setting.

DISABLE ABSOLUTE VOLUME 

This feature is available inside developer option. For some legacy headphones which has compatibility issues, it gives great benefit from this feature. Turning on developer option and accessing this feature is not optimal, since some banking apps doesnot allow developer option to be enabled. 

So, Requesting Samsung to add this feature inside bluetooth setting rather than in developer option setting.
