M31 doesn't have Knox, so there ia 0 chance that it will receive Samsung Pay because it is not supported.

See this, this is from my M31s, and it is clearly mentioned that it has Knox, but on your device, it is not mentioned. Also, there is no support for Sansung Pay in my M31s because it runs on One UI Core, which is the same for your phone.
