samsung pay issue

I brought this mobile in UAE and using in Inida with Indian sim...if do so when i am trying to register in samsung pay.....i am getting this attached message....

I dont know why samsung is not able to reslove this issue and even though it is a software bug, which is allowing the India card to register with different country....
