Guys I am from India 🇮🇳, currently I am in Saudi Arabia I am unable to access samsung pay I already changed my region as Saudi Arabia but still I am unable to use samsung pay and I can't download some Saudi based apps in play store guys could you please help me to resolve this issue?

Open new Gmail account then add in playstore. Whatever app you can install.

change your country region

Change your payment profile, but you have to delete the old payment profile in your Gmail account
Or simply create new Gmail
