i tried to pay by Samsung pay but first it failed after that it ask pin on POS.
is it normal.

Contact axis bank. or visit nearest axis bank atm and go to other services and disable and enable POS feature.

u sud enter ur debit/credit card's PIN not Samsung Pay's PIN

If you have been issued Chip based card then PIN is mandatory. This is per RBI guidelines.

it's normal. Sometime it happen with card too. but make sure check the SMS, which will get from bank on registered mobile. Sometime amount will get debited.
