Samsung PaySince your device is out of gulf region, not a local version, this service might be not supported on your device.
However, I recommend trying a factory reset on your device and ensuring you use Slot 1 with a local SIM card. While we can't guarantee this will work, it's worth trying if the app is supported in your device's country.
