Samsung pay (wallet) is not working

I have samsung S23 ultra and i can't use samsung pay on my device in the UAE. Showing error "is not supported on this device " any help about it please ?

You probably bought a non UAE version of the phone. This is the case for international versions, it is cheap but you lose some functions.
