Samsung pay if supported comes pre installed with the device. So, if it's not there then no way to get samsung pay or atleast no way to use it. Probably cannot use google pay for tap and pay as the device might be lacking NFC. Not sure about samsung pay mini though.
Samsung pay/mini is mostly reserved for A and S series as of now. Only one or two M series have it and it may change soon. For now, no spay for F41 and you are not loosing out anything. Gpay can do whatever spay can do.
