Samsung pay not working after updating to One UI 3.0 in Samsung galaxy A51.

Clear Cache of that app and restart the phone.
Go to settings >> General management >> Reset >> Reset network settings.

clear cache of Samsung pay app if still same issue then clear data too and try again
