Samsung Pay works in Qatar?

Tried registering samsung pay with Cards issued by banks in Qatar, but it gives error in registering and   Samsung Pay does not support in Qatar.

Qatar is a very small market, even that small market is rule by apple users. So looks like there is no business case for Samsung pay.
